    Abstract:

    In recent years, industry-university-research cooperation has become an important factor promoting industrial upgrading and economic development. Industry-university-research services are conducive to quickly integrating multiple resources, improving innovation efficiency, and enhancing the comprehensive competitiveness of enterprises. Governments at all levels have also launched various policies to support industry-university-research cooperation. However, a wide variety of enterprises, as an important part of such cooperation, find it difficult to collect and organize befitting supporting policies efficiently during the application process. Therefore, this study employs the technology of artificial intelligence-based text analysis to design and implement a policy matching system for industry-university-research services. This system can analyze and preprocess various policies from different sources, thereby enabling enterprises to quickly obtain supporting policies that match their specific conditions and ultimately saving manpower for the enterprises and improving their efficiency in applying for a project.
